Suffolk County, New York has a mobile population of approximately 1.5 million people. Few businesses are within walking distance for most residents. Such cases handled by the district court, a local justice court or most commonly at the Traffic Violations Bureau (TVB). TVB cases are more difficult to defend because there is no plea bargaining and guilt is determined by a “fair preponderance of the evidence” as opposed to the “beyond a reasonable doubt” standard used in criminal cases or local justice court.
When one or more traffic summonses is a misdemeanor, such as a suspended license or DWI, a district court or a local justice court handles the charges, depending on where the summons was issued.
